The bigger question is at what expense to the Fereral Government ,state,county,City, schools. Hundred s of Billions of tax payerdollars Shouldn't the states be responsible for these Non profits.? Any way it a Grand program and there cost per pupil is a lot lower the the dept of education costs, and look at the benefits to the whole community. I say hail Headstart Programs nationwide
