While sitting in the cafe area we watched as one teacher took 14 kids ages 3 to 4 (Ohio ratio is 1:12) to the food court. Made the kids sit at a table while the teacher walked away to order food, back turned to children, waited to get food, and then walked the group back to the Childcare center.
