I renewed my vehicle registration in August 2025 and moved out of California in September. I surrendered my license plate and requested a refund. The DMV returned my letter, asking for proof of my new registration in Maryland. After I sent the document again, I received another letter saying they couldn’t refund me because the fees were “not collected in error.” Seriously? California DMV, this is ridiculous and feels like a total scam!

Called the phone number. Their AI "miles" told me to call back during business hours. Its 10am on a Monday. I asked to speak with a real person, "miles" gave me the phone number for the Sacramento DMV HQ. It was out of service. I called back and jumped through the hoops again, "miles" put me on a call back list and hung up. The DMV will do anything they can to avoid answering the phone.

The DMV is able to: (1) convict accused suspects before charges are even filed, (2) create legal liabilities for such suspects without being subject to the constitution, (3) have law enforcement enforce their outside-of-the-courts decisions before charges or formal court dates are even filed and arranged, (4) prejudice a case in various ways before a case even gets put on the docket, and thus, (5) sets up the suspect for failure with extra, pre-court punishments based on accusations not proven in court, possibly with accuser’s “evidence” being unlawfully gained. - It would be different if the suspect had their chance in court with an appointed lawyer rather than an “at your own expense” lawyer “allowed” in DMV hearings, even though the DMV’s results can easily make someone falsely self-incriminate before court is even on the schedule. Why can’t the DMV only step in when the law has made its decision? Why can the DMV nickel-and-dime accused people who haven’t been convicted or formally charged with anything? Why can the DMV restrict rural residents’ driving before court is even scheduled, where they have to magically have a ride that is reliable and law-abiding, and thus: Why can the DMV be allowed to affect an accused person’s legal standing when the law hasn’t come close to a decision on the matter? - The DMV is rigged, and the way DMV has as much power as the courts of law that have higher standards and burden of proof standards than DMV does creates a possible entrapment of those accused of crimes.

I have been waiting on my duplicate title to my car and have been calling for 1 month. I am still waiting and need it desperately to transfer my car from California to Florida. I asked if they could prioritize or email to me, they said no, . I offered to pay to mail it priority, still no. I am driving with expired registration. I went to the Florida DMV today and was able to get a 30 day grace period. The virtual person is awful at the CA DMV.

Their website doesn't work and I needed to speak to someone. I called every number they have. They have a phone recording at every one of the phone numbers, that doesn't get you to a human. I did finally get a email thru to customer service but they misunderstood my problem and said there is nothing they can do about it. Where is a customer service person you can actually speak with?
